Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is expended on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to substitute in the short term.
Failed Diplomacy
The detailed framework from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the months ahead.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
